Michael (Mike) Doner is president and CEO of Flagger Force. As part of his everyday responsibilities, Mike oversees strategic operations, internally and externally. Since co-founding the company in 2002, he has been focused on creating an environment where employees have the knowledge, tools, and passion to provide safe, quality work zones, keeping our communities moving throughout the eastern United States. He is committed to helping employees at every level of the organization realize their potential, both personally and professionally. He is a graduate of the Reading Area Community College and the Shippensburg University of Pennsylvania with a bachelor’s degree in communications. When Mike is not in the office or conducting job site visits throughout the company’s footprint, he is on the open water, boating and kayaking.

Luke Lazar, CSP, is the vice president of risk and safety for Flagger Force. With close to 30 years of safety consulting experience throughout various industries and companies, he is a certified safety professional (CSP) with the Board of Certified Safety Professionals. In his current role, he strategizes the policies and practices of the company to ensure all employees and clients are safe on the job site or at the office. He oversees a team of safety professionals throughout the eastern United States with a range of skills and experiences, coaching and mentoring individuals to prevent incidents. Luke also manages in-house training programs for new and current field employees. While continuously advancing the safety culture of Flagger Force, his future vision for the risk department is focused on three things: being present, being proactive, and being predictive. Luke received his bachelor’s degree in occupational safety and health from Millersville University of Pennsylvania and is an active member of American Society of Safety Professionals (ASSP).

Tamara Palmer, Internal Communications and Technology

Tamara Palmer is the internal communications manager at Flagger Force. For more than 15 years, she has been helping organizations communicate with their employees and stakeholders across various industries including government, non-profit organizations, academia, and business enterprises. In her current role, Tamara manages the mobile app that connects a highly dispersed workforce, maintaining a 98% activation rate among employees. The app provides convenient access to resources and a safety-based microlearning platform. Her communication approach is to leverage digital technologies and humanistic collaboration to connect and engage people, forging inspired insights, recommendations, and strategies. She oversees a team that develops processes to foster successful collaboration across and within business units. Tamara received a Bachelor of Arts in communication from the University of Wisconsin-Milwaukee and a master’s in communication studies from Eastern New Mexico University. She is a veteran of Operation Iraqi Freedom and a proud mom of two incredible children.

Shea Zwerver, Workforce Development

Shea Zwerver is the workforce development and public affairs manager for Flagger Force. With 10+ years of experience in program development and management, she builds strategic partnerships to help grow and diversify the company’s workforce. Shea plays a critical role in creating synergy, collaborating across sectors, and supporting Flagger Force’s employees. Prior to Flagger Force, Shea was employed by the Pennsylvania Department of Conservation and Natural Resources (DCNR) where she worked on policy and environmental equity. She received an Outstanding Achievement Award for conceptualizing and implementing a vocational and educational program at prisons that provided employable skills in forestry, tree care, ecological restoration, and entrepreneurship to individuals nearing release. Shea received her bachelor’s degree in psychology with a minor in landscape studies from Smith College. She also holds a master’s degree in environmental studies from the University of Pennsylvania. Shea serves on the board of the Susquehanna Greenways Partnership and was recently appointed to the Pennsylvania Workforce Development Board by Governor Josh Shapiro. She resides in Harrisburg, Pennsylvania, and in her spare time volunteers at the local Humane Society and spends time in nature.
